Texture glitches; using blender

So here's my problem, I have this custom display list I've textured with two 64x64 textures in blender. When I try to import the model into the game, I get weird texture glitches. I've tried exporting the model out of blender as an obj and re-importing it into sketchup then exporting out of sketchup as an obj file again. I was told to do that but that didn't work. I was wondering if anybody knew how to solve my texture glitch problem. If you have an ideas tell me.

Here's a pic of the glitch: http://imgur.com/KZN5S4k

Here's what its suppose to look like:

Did you index the texture to have 16 colors again after exporting? Some exporters default to unindexed textures regardless of what you input.

project 3ds team leader.
Unless you use 32X32
Or smaller then that's a different story you don't need to modified the color percentage.
I know that by the fact because I have been doing that for a while that's why I don't use 64x64 or higher.
On my models.

How would I go about indexing my textures to have 16 colors after exporting it, what does indexing even do? I've never heard of indexing textures after exporting. I'm also going to try what zelda5655 said.

Changing my textures the textures to 32x32 worked, now I'm going to try to do what ganondork showed me above. Thanks for showing an example ganondork

Does it have to be local (selective)? Could I use an other one of those options as long as it is 16 colors?
Alright thanks guys, indexing worked. http://imgur.com/C67hcli
